Qualification Type Register
Instructions for Use
This register defines every qualification the Company recognizes: each license, certification, screening result, and required training that decides whether a person may be placed in a role or with a client. Each qualification carries a stable identifier (QUAL-NNN) and a code that the client qualification rules (REG-007) and the compliance management system use to name it. It serves three processes:
- Placement readiness. A person is ready to work in a role when they hold every qualification whose row names that role. A failed or lapsed qualification stops placement, never hire.
- The qualified match. A person may be placed with a client only when they also hold every qualification the client's rules require (REG-007; POL-010).
- Credential tracking. The credential tracking log (REG-001) records each person's holdings and their verification; the qualification it records is named here.
What the register does and does not hold. The register defines qualification types. Whether a given person holds a qualification, its identifier, expiry, and verification record are personnel facts held in the credential tracking log and the compliance management system. Certificates stay in the personnel file. No holding prints here.
How to use this register:
- Read the row before verifying a holding. The verification column says how the holding is confirmed: by primary source (the issuing body's registry or lookup), by a document on file, by the issuer's determination, or by the Company's own documented determination.
- A role names its required set here. A client's additional requirements come from REG-007, never from this register.
- When a policy, payer specification, or authority adds or changes a qualification, revise this register in the same cycle. A qualification is never added in the operational system alone where a governance source requires it.
- Retired qualifications keep their identifier with a Retired status. Identifiers and codes are never reused.
- The EEC suitability qualification applies only where the Company supplies staff to a district or host-program school setting. It is not a condition of employment with the Company.
Qualifications
Maintained by: Human Resources
One row per qualification type. The holder is a person or an organization. The required-for column names the roles that must hold the qualification to be placed; a row with no role is required only where a client qualification rule (REG-007) requires it.

Human Resources documents the pathway relied on.
Form Realization and Fallback
This is the canonical, authoritative version of Form REG-006, maintained in the compliance documentation. It defines the columns and vocabulary that any realization of the qualification type register must capture.
Field contract. Each row defines: the identifier (QUAL-NNN, stable for the life of the qualification, never reused); the code the compliance management system and the client qualification rules use; the printed name; the holder; the issuer; the verification method; the validity; the roles that require it; the basis; the governing source; and the profile row it derives from, where one exists.
Holder. Person (anyone the Company engages to do its work) or Organization (the Company itself or an outside body defined in REG-002).
Verification. Primary source (the issuing body's registry or lookup), Document on file (a certificate or record the person supplies), Issuer determination (a finding the issuing body makes, such as a suitability determination), or Company determination (a documented determination by Human Resources against a stated standard).
Required for. A list of role keys from the role responsibility register, or the engagement kinds (employee, contractor, intern, volunteer), which are reserved words beside the role keys. A row with no role is required only where a client qualification rule names its code.
Basis. Law, Payer, Program, or Policy, with the same meaning as in the compliance obligations register (REG-005). The basis is provenance and never changes how a row applies.
Derived from. Empty in this version. Where the row is later derived from a shared base register, the column names the base row.
Division of labor with the compliance management system. This register defines the qualification types. The compliance management system holds each person's holdings, their verification, and their expiry, and evaluates readiness and the qualified match from them. It ingests this register at each approved revision, matching rows by code: a row defined here owns its code, and a qualification the system holds without a row here is kept. Conflicts resolve in favor of this register.
The documented register here is always available as a fallback. It can be printed and used on paper whenever the electronic system is unavailable.
Retention
The register itself is a controlled document. Its revision history is its record.
Holdings and their verification records retain under their governing documents: credential verification records with the credential tracking log (REG-001) under POL-010, CORI records under POL-017, and exclusion screening records for at least six years (POL-011). Where no governing document states a period, a holding's verification record is retained for at least six years after the person's engagement ends.
